Brandon Barnes hit a ninety fourth minute free kick to steel the show from North Leigh for third placed Paulton.
The game was badly effected by a swirling gale, although both sides tried to keep the ball on the floor to please Rovers biggest gate.
North Leigh had first half chances through the lively Morgan Williams and Zak Westlake with Nick McCootie and Josh Klein-Davies responding for the hosts.
Dan Cleverley was cutting out any danger from the visitors and setting up Ben Lacey who found Barnes but his shot was blocked by Williams.
John Else shot wide and then found the on rushing defender Stuart Hole who looked odds on to score but his header sailed over the bar.
Paulton dominated early stages of the second half and McCootie brought a save out of Paul White and from the corner Cleverley headed wide from Barnes cross.
The referee was showing yellow cards like confetti and Dean Evans received his second for a seemingly good tackle on Williams to be given his marching orders. He went on to book eight Paulton and three 'Miller's' in what was not a dirty game, but down to his abject performance.
North Leigh should have scored when Conor McDonough laid the ball to Bryan Bowler only for Phillips to pull off a superb save. Bowler had another chance which Cleverley blocked and Lacey cleared.
In add on time McCootie broke through the middle and headed passed White who completely took him out receiving only a yellow card. Barnes struck to give Paulton all three points leaving 'The Miller's' no time to respond.
